If the initial negative reaction is any indication then Speed Stick may also find itself with some explaining to do.

Impatient that all the dryers have been taken, the dude grabs a armful of someone else's clothes out of a machine and starts stuffing them into an available basket. As expected, he gets caught red-handed before long -- a pair of lemon panties gripped in his fingers, as the young woman whose clothes he's grabbed saunters by.

U.S. Bureau of Prisons to review solitary confinement

NEW YORK (Reuters) - The Federal Bureau of Prisons has agreed to a comprehensive review of the use of solitary confinement in its prisons, including the fiscal and public safety consequences of the controversial practice, U.S. Senator Dick Durbin said on Monday.

A spokesman from the bureau confirmed that the National Institute of Corrections plans to retain an independent auditor "in the weeks ahead" to examine the use of solitary confinement, which is also known as restrictive housing.

"We are confident that the audit will yield valuable information to improve our operations, and we thank Senator Durbin for his continued interest in this very important topic," spokesman Chris Burke said in a statement.

Prisoners in isolation are often confined to small cells without windows for up to 23 hours a day. Durbin's office said the practice can have a severe psychological impact on inmates and that more than half of all suicides committed in prisons occur in solitary confinement.

In Durbin's state of Illinois, 56 percent of inmates have spent some time in segregated housing.

"The United States holds more prisoners in solitary confinement than any other democratic nation in the world, and the dramatic expansion of solitary confinement is a human rights issue we can't ignore," said Durbin, who chaired a Senate hearing on the use of solitary confinement last year.

"We can no longer slam the cell door and turn our backs on the impact our policies have on the mental state of the incarcerated and ultimately on the safety of our nation."

The federal prison system is the largest in the country and includes some 215,000 inmates.

News of the review was welcomed by the American Civil Liberties Union - a strong critic of the nation's use of solitary confinement.

"We hope and expect that the review announced today will lead the Bureau to significantly curtail its use of this draconian, inhumane and expensive practice," David Fathi, director of the ACLU's National Prison Project, said in a statement.

Stocks fall, pulling Dow average below 14,000

Stocks are falling in early trading on Wall Street, pulling the Dow Jones industrial average back below the 14,000 mark.

The Dow was off 94 points at 13,915 shortly after the opening bell Monday. Energy and health care stocks led the declines.

The stock market has been rallying for five weeks, and the Dow is still up more than 6 percent for the year. On Friday, the Dow closed above 14,000 for the first time in more than five years.

The Standard & Poor's 500 index fell eight points to 1,505 and the Nasdaq composite lost 15 points to 3,163.

Corporate earnings reports continue this week. Health insurer Humana rose 2.5 percent after its earnings beat Wall Street's forecasts.

WASHINGTON (AP) ? Two days before President Barack Obama's first trip outside Washington to promote his gun-control proposals, the White House tried Saturday to settle a brewing mystery by releasing a photo to back his claim to be a skeet shooter.

Obama had set inquiring minds spinning when, in an interview with The New Republic magazine, he answered "yes" when asked if he had ever fired a gun. The admission came as a surprise to many.

"Yes, in fact, up at Camp David, we do skeet shooting all the time," Obama said in the interview released last weekend, referring to the official presidential retreat in rural Maryland, which he last visited in October while campaigning for re-election. Asked whether the entire family participates, the president said: "Not the girls, but oftentimes guests of mine go up there."

Obama never mentioned skeet shooting prior to that interview.

The White House photo released Saturday is dated Aug. 4, 2012. The caption says Obama is shooting clay targets on the range at Camp David. Obama is seen holding a gun against his left shoulder, his left index finger on the trigger and smoke coming from the barrel. He is wearing jeans, a dark blue, short-sleeved polo shirt, sunglasses and earmuffs.

The National Rifle Association, which has rejected Obama's proposals, scoffed at the photo.

"One picture does not erase a lifetime of supporting every gun ban and every gun-control scheme imaginable," said Andrew Arulanandam, the organization's spokesman.

The NRA opposes Obama's call for Congress to ban assault weapons and high-capacity ammunition magazines and says requiring background checks for all gun purchases would be ineffective because the administration isn't doing enough to enforce existing gun laws.

Asked at Monday's press briefing how frequently Obama shoots skeet and whether photos existed, White House press secretary Jay Carney said he didn't know how often. Pictures may exist, he said, but he hadn't seen any.

"Why haven't we heard about it before?" Carney was asked.

"Because when he goes to Camp David, he goes to spend time with his family and friends and relax, not to produce photographs," Carney said.

Obama is accompanied almost everywhere by at least one White House photographer.

Carney declined to comment on the decision to release the photo, which he had announced on Twitter. The release appeared to be part of a strategy to portray Obama as sympathetic to gun owners and opponents of his gun-control measures who argue the proposals would infringe on an individual's Second Amendment right to bear arms.

A top official with the National Skeet Shooting Association said the photo suggests Obama is a novice shooter.

"This isn't something he's done very often because of how he's standing, how he has the gun mounted," said Michael Hampton, executive director of the San Antonio-based association.

Hampton said Obama's remark about "skeet shooting all the time" and the White House photo would have met less skepticism had the president spoken about his hobby months before this new debate over guns in the U.S.

"Once it becomes controversial and there's problems, to talk about it then, that's where it becomes very debatable and is not being received as well as if he would have done this six months ago," Hampton said.

In interview, appearing in The New Republic's Feb. 11 issue, Obama said gun-control advocates should be better listeners in the debate over firearms, which was sparked by the December killing of elementary school pupils in Connecticut. He also declared his deep respect for the long tradition of hunting in this country.

"I have a profound respect for the traditions of hunting that trace back in this country for generations. And I think those who dismiss that out of hand make a big mistake," Obama said. "Part of being able to move this forward is understanding the reality of guns in urban areas are very different from the realities of guns in rural areas. And if you grew up and your dad gave you a hunting rifle when you were 10, and you went out and spent the day with him and your uncles, and that became part of your family's traditions, you can see why you'd be pretty protective of that."

"So it's trying to bridge those gaps that I think is going to be part of the biggest task over the next several months. And that means that advocates of gun control have to do a little more listening than they do sometimes," Obama said.

His gun control measures also have met resistance on Capitol Hill.

In Minneapolis on Monday, Obama plans to make remarks and discuss his proposals with local and law enforcement officials during a stop at the police department's special operations center. He's also expected to hear from community members about their experiences with gun violence.

Obama announced his proposals in mid-January, about a month after the Dec. 14 shooting deaths of 20 children and six adults at Sandy Hook Elementary School in Newtown, Conn.

Sandy's wake leaves shore birds in dire straits

When red knots descend on the beaches of Delaware Bay this spring famished from their marathon flight toward the Canadian Arctic from the tip of South America, the rosy-breasted shorebirds may find slim pickings instead of the feast of horseshoe crab eggs they count on to fuel the rest of their migration.

Superstorm Sandy scrubbed away almost all the sand the crabs need to spawn upon. Restoring it in time is a top priority of wildlife groups beginning to repair Sandy's massive damage to dunes, beaches and salt marshes along the Eastern Seaboard that support a diverse population of birds, fish, marine organisms and other wildlife.

A recent report by the Manomet Center for Conservation Sciences and the National Fish and Wildlife Foundation predicts that the storm ? which across the region washed away sand and vegetation that many species spawn in or call home, or polluted habitats with oil, sewage and other contaminants ? is almost certain to have lasting effects on the recovery of the red knot.

The Delaware Bay could be called the Serengeti of the mid-Atlantic for the staggering numbers of birds there, said Eric Stiles, executive director of New Jersey Audubon. In addition to providing a wintering area for waterfowl that breed in the Great Plains of the United States and Canada, the estuary also provides a winter range for large numbers of raptors, including bald eagles.

"When I visited as a kid in the 70s, the beaches were green with horseshoe crab eggs," Stiles said. "When the birds took to flight, it looked like the whole beach was rising up en masse. Just a beautiful spectacle."

But at a popular New Jersey Audubon winter workshop on raptors of the bay, a time when participants usually see dozens of eagles and other birds of prey, "this year they only saw one eagle, one northern harrier, and one red-tailed hawk in the day outing," Stiles said. "The prey base has disappeared."

The rodents the raptors feed on will rebound quickly. But eelgrass beds that provide the primary food source for Atlantic brant and other waterfowl, as well as spawning areas for fish, will need restoration work where Sandy has buried the eelgrass under a foot of sand and sediment.

Other species identified in the Manomet Center report as priority candidates for habitat restoration include the roseate tern, piping plover, tricolored heron and least bittern. It found more than 70 sites from Massachusetts to Virginia that need restoration work, including beach replenishment, rebuilding of nesting islands and water control structures in managed wetlands.

Beach replenishment involves replacing land lost to storm erosion with sand pumped from offshore.

The projects, with an estimated price tag of $48.7 million, would not only repair late October's damage from Sandy, but also help coastal areas withstand major storms in the future. Some of the funding will come from the $50.5 billion emergency relief package signed by President Barack Obama on Tuesday; other money will come from state budgets or nonprofit organizations.

The report by the Manomet Center, based in Plymouth, Mass., recommends a $10 million project by the Army Corps of Engineers and other partners to repair the beaches of Delaware Bay, where the red knot's population has dropped from about 100,000 in the 1980s to about 30,000 now because of overharvesting of horseshoe crabs for fertilizer and fishing bait.

"These birds fly nonstop for thousands of miles from the tip of South America," Stiles said. "They land on Delaware Bay exhausted and emaciated, and then they double their body weight in 7 to 10 days foraging on horseshoe crab eggs before flying nonstop to the Arctic."

But the storm's sculpting work also created new habitat for species such as the threatened piping plover, a compact, pale shorebird with coloring that makes it all but vanish against the open sand flats where it nests.

The American Littoral Society's post-Sandy surveys found 67 percent of Mid-Atlantic beach areas had moderate to high damage to bird and marine life habitats, including vital marshes.

"These marshes are protein factories, providing rodents, crabs and other species in the food chain," said Tim Dillingham, the society's executive director.

The storm also washed raw sewage, oil and other pollutants into marshes, bays and estuaries, but the long-term impact isn't yet known, Dillingham said.

Scott Johnston, of the U.S. Fish and Wildlife Service's division of migratory birds, said that damage occurred from North Carolina to Cape Cod, but that the bulk of it was in New Jersey, Delaware Bay and Long Island Sound. As the rebuilding begins, he said, the focus should be to aim for the natural resiliency provided by natural dune systems and marshes.

Dillingham and other biologists said it would be more beneficial to create natural dune systems than to build bulkheads and seawalls to protect against future storm surges.

"An extensive dune system has the effect of protecting the homes and businesses while providing real and meaningful habitat," Dillingham said. "If the taxpayers are paying for this, they deserve more than a massive Berlin Wall."

3 High-Flyers That Should Keep Soaring - Investment Ideas ...

Doesn't it seem that shares continuously hitting new all-time highs are already overpriced and may not appreciate further? It is a common perception, but not entirely true. The gaining streak may continue for many stocks. And you can easily gain by betting on them.

Generally, low price is the key element of value investing, as it makes all valuation multiples attractive. But the basic fact that is ignored here is that low price indicates the lack of enthusiasm of market participants to buy these stocks. Thus, the price may keep going down.

The exactly opposite logic works (though not always) for stocks with an upward price trend. Here, growing willingness helps these stocks to continuously move higher.

In fact, the returns from stocks reaching all-time highs generally outperform the returns from so-called undervalued stocks. So, buying these stocks and selling them at a higher price is a fairly lucrative strategy.

As you know, it is not safe to pour over only one indicator. In addition to keeping track of stocks continuously reaching all-time highs, you should look at some other indicators.

Valuation Not Worth Considering

You won?t find the valuation of these high flyers attractive, as their prices will make traditional valuation parameters unappealing. But make sure you take a look at the earnings estimate revisions and the earnings surprise history of these stocks. Needless to say, positive estimate revisions and a positive surprise streak will confirm your choice.

Analysts covering a particular stock often increase/decrease their earnings estimates based on certain developments at the company, or sometimes due to the sector or economy-related factors. They do it after their extensive evaluation on the fundamentals of the company. So, a positive trend in estimate revisions will give you further confidence about gaining from these stocks. Beware: High Flyers May Crash

It's important to remember that betting on these stocks could become risky as their prices shoot up for reasons that are not always convincing. So the rule of thumb is that if a stock sees a huge jump in price in a single day, you should stay away from it, as the chance of artificial price inflation is high. Stocks with real growth potential will move higher gradually, although not always in a straight line.
