Senators offer plan to save cash-strapped USPS

WASHINGTON (AP) ? Saturday mail delivery would be ended in a year and the Postal Service could start shipping alcoholic beverages under a plan offered Friday by two key senators seeking to turn around the struggling agency's finances.

Senate Homeland Security and Governmental Affairs Committee Chairman Tom Carper, D-Del., and the panel's ranking Republican, Tom Coburn of Oklahoma, said they hope Congress can act quickly to help the agency.

The Postal Service lost $16 billion last year, $11 billion of it in congressionally-mandated payments to its health fund for future retirees.

The Senate plan includes changes in how pensions and retiree health care costs are calculated in an attempt to stabilize the agency's finances.

It also would impose a two-year moratorium on closing mail processing plants. The agency would be allowed to ship beer, wine and spirits to compete with private shippers such as FedEx, under the proposal.

Door-to-door service for new residential and business addresses would cease to help the Postal Service shift to less costly curbside and cluster box delivery. The measure would require the agency to try to convert residential addresses on a voluntary basis from door-to-door service to curbside and cluster box delivery.

The agency has been moving toward curbside and cluster box delivery in new residential developments since the 1970s.

The House Oversight and Government Reform Committee recently approved a bill by its chairman Rep. Darrell Issa, R-Calif., for the service to gradually shift from door delivery to cluster box and curbside delivery, which includes mailboxes at the end of driveways.

Issa's bill also would end Saturday delivery and change how pension and retiree health costs are calculated to bolster the agency's budget.

The Postal Service has been seeking legislation that would allow it to eliminate Saturday mail delivery and to reduce its congressionally mandated $5 billion annual payment for future retiree health benefits. It missed two of those $5 billion payments last year and is expected to miss another at the end of September.

About 1 in 3 mail customers has door-to-door delivery, which costs the agency about $350 per year. Curbside delivery costs on average $224 per year for each address, while cluster box delivery averages $160.

Earlier this year, the service backpedaled on its plan to end Saturday mail delivery after running into opposition in Congress. It has tried repeatedly over the past several years to persuade Congress to approve ending Saturday mail delivery.

The National Association of Letter Carriers has said ending Saturday delivery would in particular hurt small businesses along with rural residents and the elderly, who depend more heavily on the mail for prescription drugs and other goods.

There was much debate after the Oregon Ducks basketball received what looked to be a very low 12th seed heading into the NCAA Tournament last season. BlackBerry begins BBM beta for Android

Blackberry promised us back at BBLive that we'd see BBM on Android and iOS devices before the end of the summer. Well, we've hit the dog days of August, and while most of those devices are still BBM-free, it appears a select few Androids are finally getting to beta test the app. Blackberry OS reports that email invites are rolling out now to folks registered with BlackBerry's Beta Zone to test out BBM. Other than registration, users simply need a handset running Android 4.0 and up and they'll be messaging across the great platform divide in no time. We've reached out to the good people at BlackBerry for comment on the matter, and will update this post when we hear back.

Update: We just got an official comment on the beta rollout, and it turns out the it had a limited number of slots, which have all been claimed:

Despite her jokes, Jennifer Aniston says she and fiance Justin Theroux aren't rushing to the altar.

If you've stood in a supermarket checkout line lately, you know that the celebrity tabloids are eager to get Jennifer Aniston and Justin Theroux married -- when they're not breaking the couple up, or falsely claiming Aniston is pregnant.

But don't believe that a wedding date is imminent, Aniston said. "We just want to do it when it's perfect, and we're not rushed, and no one is rushing from a job or rushing to a job," the actress, 44, told the Associated Press on Saturday. "And, you know, we already feel married."

The former "Friends" star was quick to dismiss all the tabloid speculation about her nuptials. "We have yet to set any dates," she said. "There have been no canceled weddings. There have been no postponed weddings. There have been no arguments about where to get married. Just clearing all that up."

She wasn't afraid, however, to joke about her wedding date when she chatted with "Extra" along with "We're the Millers" co-star Jason Sudeikis. "We're racing (to the altar)," she joked. Sudeikis is engaged to actress Olivia Wilde.

But for that race, Aniston may want to start wearing more protective footwear -- or get her fiance to switch to flip-flops. She says Theroux stepped on her toe and broke it. 'Not to out my sweet, sweet fianc?, but he has big feet and wears these boots," she told E! News. "He stepped on my toe. Broke it. I felt it."

Aniston plays a stripper who goes undercover as a suburban mom to help smuggle drugs in "We're the Millers," which opens Aug. 7.

The Woman Who Got Jane Austen on British Money Wants To Change How Twitter Handles Abuse

She led a?successful campaign to get a woman, aside from the Queen, on British banknotes, after prison-reformer Elisabeth Fry was "retired" from the currency (the people honored on British notes regularly change) in favor of Winston Churchill earlier this year. Days ago, the Bank of England announced that Jane Austen would become the new face of the ten-pound note in the country, replacing Charles Darwin. And now, for days, she's faced rape and death threats on Twitter that were so?bad that one person's been arrested over them.?

After the Bank of England announced Jane Austen's new honor on Wednesday, Craido-Perez started getting "about 50 abusive tweets an hour for about 12 hours," she said. While she did report many tweets to the police, the activist, who runs an organization dedicated to increasing the presence of female experts in the media, also attempted to report the abuse to Twitter directly, hoping that the social network would suspend the accounts in question. Twitter, however, has what many see as a bit of a cumbersome process for abuse reports, especially if you're trying to fill them out in bulk. Here's the form you'd use?for each instance of abuse:?

Twitter then reviews each report, and takes action accordingly. Not feeling like Twitter was acting soon enough, or that she could keep up with the deluge of threats herself, Craido-Perez started a campaign in the U.K. to ask Twitter to add a "report abuse" button to individual Tweets. The petition now has 50,000 signatures, thanks in part to the support of some British politicians and celebs. And it looks like Twitter might be listening. Here's the head of Twitter UK:?

The act of adding an "abuse" button itself wouldn't really change Twitter's policy on offensive content on the network ? instead, it represents one possible solution to enforcing that policy, better (though we should note that Craido-Perez would also like to see a review of Twitter's terms of use).?But responding with a broad, proactive development to the campaign would be a change, in a way, for Twitter, who've previously encouraged users to go to the police for action against abusive users.

In the U.K. in particular, abusive tweeters can face legal consequences for their words, something that was debated heavily around the 2012 Olympics after one user was arrested for threatening Olympic diver Tom Daley over the network. Twitter, meanwhile, has been more hands-off in policing its users' words. Their rules ban threats, pornography, and the posting of private information, but not generically offensive or objectionable content. The idea poses a practical problem for Twitter, as well: given how slowly Craido-Perez says?Twitter responded to the activist's form-submitted instances of abuse, it's plausible that the site would need to substantially beef up their monitoring capacity to handle a thorough review of reports from an easier system. The company has attempted to balance censorship and the needs of its users before, to mixed results, such as an earlier roll-out of country-by-country limitations of some tweets.?

Browns sign 2 free agents, waive 2 - Yahoo! Sports

CLEVELAND (AP) -- The Cleveland Browns have signed free agent fullback Brock Bolen and Justin Cole one day before opening training camp.

The team also waived offensive lineman Dominic Alford and wide receiver Kennan Davis.

The 6-foot, 212-pound Bolen has played in 20 NFL games, all with Jacksonville. He spent all of last season injured reserve. Bolen has rushed for 14 yards, gained 21 on three receptions and recorded 16 tackles on special teams. He signed with the Jaguars as an undrafted free agent in 2009.

Cole spent two seasons with the St. Louis Rams, appearing in 20 games. The 6-foot-3, 243-pounder signed with Kansas City as an undrafted free agent in 2010. He spent five weeks on the Chiefs' practice squad as a rookie. He has two career tackles on defense and seven on special teams.

S.Africa's ex-ANC "bad boy" plans election bid against the odds

JOHANNESBURG (Reuters) - He wears a red beret, talks the language of Revolution and calls himself "Commander in Chief".

Any echo of Venezuela's late firebrand socialist leader Hugo Chavez is not accidental.

Julius Malema, expelled "bad boy" of South Africa's ruling African National Congress and now facing racketeering charges he denies, this month launched the nation's newest political movement, calling for a revolutionary jolt to Africa's biggest economy through nationalisation of mines and expropriation of white-owned land.

Citing among his heroes Chavez and retired Cuban leader Fidel Castro, the 32-year-old Malema says his Economic Freedom Fighters (EFF) movement plans to contest elections next year against President Jacob Zuma and the ANC, which has ruled since the end of apartheid in 1994.

"We want them out of power. They have failed our people," Malema, wearing his trademark red beret, said in an interview this week in Johannesburg's Sandton financial district.

The EFF, which has yet to register formally as a party, is the latest in a scattering of new political groupings that have emerged recently to try to challenge the ANC.

The ruling party remains dominant and still likely to win next year, but internal splits and enduring inequality and poverty in post-apartheid South Africa have eroded its support, especially among restive young people born after 1994.

Political analysts say that for Malema, arguably South Africa's most high-profile and divisive politician in recent years, grabbing headlines is easy.

But as a political orphan now shut out of the mighty ANC machine that nurtured his early career, he faces a tough reality check to show he has the backing, funding and organisational skills to form a viable party and run a credible campaign.

"I don't give him much chance," said veteran South African journalist and political commentator Allister Sparks, adding that money-laundering charges brought last year against the former ANC Youth League leader could also derail any election bid.

Nevertheless, surveys last month by consumer insights company Pondering Panda found more than one in four young South Africans aged between 18 and 34 said they would vote for a party led by Malema in an election. In the poll, conducted by mobile phone, respondents who supported Malema said they did so because he would do more to help poor people than other parties.

"These figures show that even under ANC rule, many young people feel their lives have not improved as they expected," Pondering Panda's Shirley Wakefield said in a statement.

Thrown out by the ANC as a troublemaker in 2012, Malema seems unfazed by the formal accusations of racketeering that could still send him to jail over murky state tender deals. He says the charges and a $1.6 million tax bill slapped on him after he left the ANC are a "nice coincidence".

"You can't wage a war against capital and not expect a reaction," said Malema, who at the height of his controversial Youth League leadership displayed a penchant for expensive Swiss watches and flashy cars. Since his fall from grace, he has been forced to auction off vehicles and properties.

"REVOLUTION IS PAINFUL"

Malema burnished his anti-capitalist credentials last year by intervening on the side of striking miners during an outbreak of violent labour unrest that killed at least 50 people, rattled investors and triggered ratings downgrades for South Africa.

Wildcat mining strikes have persisted this year, and it is no surprise that state takeover of "mines, banks and other strategic sectors" and expropriation of land for "equal redistribution" - all without compensation - are at the top of "non-negotiable" policy proposals presented by Malema's EFF.

Such radical tenets, which have been rejected by the current ANC leadership, are guaranteed to make existing and future investors in South Africa see red. But Malema is unapologetic.

"Revolution is painful," he said.

His EFF movement justifies its launch on the argument that when South Africa under Nelson Mandela - now 95 and critically ill in hospital - shed the shackles of apartheid two decades ago, it gained political freedom for the black majority.

But it left unfinished the quest for economic equality and a fairer redistribution of land and mineral wealth, pillars of an economy still largely in the hands of whites, the ANC says.

Malema denies his intention is to generate violence and create the kind of racially tinged social turmoil that Zimbabwe experienced after 2000 when war veterans backed by President Robert Mugabe seized land from white farmers, plunging the region's former breadbasket into economic meltdown.

"EFF is not calling for blood on the floor. It is calling for a constructive redistribution of resources of this country in a radical way," Malema said.

The question is whether his inflammatory brand of left-wing populism - he admits admiration for Chavez and his oil nationalisations in Venezuela - can gain traction among an increasingly youthful electorate that pays more attention to jobs and living standards than liberation credentials.

South Africa's youth unemployment is estimated at around 50 percent, and Deputy President Kgalema Motlanthe has called this a "ticking time bomb", suggesting even the ruling ANC is wary of the threat of an Arab Spring in the "Rainbow Nation".

INVESTORS "NEED US"

Malema says he is confident backing for him and the EFF will come from the workers, the poor and unemployed, and even the middle class to challenge an ANC elite he calls "a kleptocracy, a government of thieves".

"Our funding will come from our people," he said.

Sceptics note wryly that the EFF policy aims include a goal of "abolishment of tenders", the very business activity that has landed him in court for alleged money-laundering.

The ANC has largely ignored the launch of the EFF.

But one provincial leader of the party youth wing Malema once headed, Gauteng ANC Youth League chairman Lebogang Maile, wrote a newspaper opinion piece at the weekend dismissing the new movement as "reckless, bitter, arrogant populists" and accusing them of "lies and misinformation about the ANC".

Asked why he thought his radical revolutionary message will prosper on a fast-growing continent where most governments have embraced free-market capitalism, Malema retorts quickly:

"Show me a country that practised market-related economy which has prospered in Africa, or created an equal society, free of poverty, where the wealth is shared among people."

He said South Africa and Zimbabwe, which hold nearly all the world's platinum, would still draw investors even if the state controlled all the mines and other strategic sectors. "They need us more than we need them," he said.

On the other hand, the cost of failing to redistribute South Africa's land and wealth would be high, Malema warned.

"If you don't do anything, the people are going to rise ... Where will the investors be then?" he said.
